Social Impact Group Management Australia (SIGMA) is a privately held holding company dedicated to setting a new benchmark for Specialist Disability Accommodation (SDA) in Australia.

We're not an SDA provider. We acquire, integrate, and support SDA providers nationwide, giving them the governance, compliance, and operational systems to thrive.

Our structure is unique in the SDA landscape—governance-led consolidation without short-term investment pressure or external fund constraints.

Our mission: a unified, high standard of care, efficiency, and long-term sustainability across our group-reducing risk for residents, providers, and investors.

Paul Duffy - Chairman

Paul is a highly respected leader in the property investment and finance sectors, bringing over 40 years of experience in property development, capital markets, and corporate governance. With an extensive background in managing both private and publicly listed entities, Paul has played a pivotal role in securing institutional capital, executing strategic mergers, and delivering strong investment returns.

Paul's expertise spans funds management, capital raising, and property investment, having successfully led the IPO of DNZ Property (now Stride) in 2010 and secured equity from majorAustralian superannuation funds. In 2020, he spearheaded the merger of Augusta Capital (NZX-listed) with Centuria (ASX-listed), reinforcing his ability to navigate complex transactions and align investment strategies with long-term growth.

As Board Chair of SIGMA, Paul provides strategic oversight, ensuring robust governance, financial discipline, and execution of the company's growth strategy. His leadership is instrumental in positioning SIGMA as a market leader in the SDA sector, leveraging his deep industry knowledge and capital markets experience to drive sustainable success.

Paul currently serves as a director of a NZX-listed company and several private entities across New Zealand and Australia, further demonstrating his extensive governance experience and financial acumen.

Paul is an experienced CEO and executive leader with a strong track record in business transformation, strategic growth, and Specialist Disability Accommodation (SDA). With more than two decades of leadership across the disability, health, property, and aviation sectors, he brings deep expertise in navigating complex operational, regulatory, and commercial environments.

A Graduate of the Australian Institute of Company Directors (GAICD), Paul has supported growth across diverse organisations, leading large-scale service delivery, driving operational improvement, and delivering strong financial and social outcomes. His experience spans both not-for-profit and commercial settings, where he has aligned business strategy with long-term sustainability and community impact.

In addition to his work in disability and health, Paul has held senior leadership roles in the aviation industry, managing operational portfolios, stakeholder engagement, and customer-driven transformation programs. This cross-sector experience has sharpened his ability to lead in dynamic, highly regulated environments.

Paul is known for building high-performing teams, fostering strong partnerships, and translating strategic vision into measurable results. He brings a pragmatic leadership style and a commitment to delivering value for participants, stakeholders, and the broader community.

Richard Hoffman - Director

Richard is a highly experienced leader in project and program management, with over 20 years of expertise spanning business transformation, process improvement, software development, and IT management. His career has included working across public and private sectors, driving digital transformation, operational efficiency, and scalable technology solutions.

Richard's core strength lies in translating business strategy into actionable outcomes, leading high-performing teams, and delivering complex projects that enhance business value. He has successfully executed large-scale digital rollouts, enterprise-wide system integrations, and strategic restructures that have improved profitability and operational effectiveness.

Richard has led some of Australia's most significant technology-driven initiatives, including managing the country's largest property investment portal with 8,500+ users, overseeing the development of integrated enterprise solutions for franchise management and investment platforms, and spearheading major cloud migrations.

Richard plays a critical role in governance, technology, and operational strategy, ensuring the company remains innovative, efficient, and financially disciplined. His expertise in ERP systems, software development, and business process optimisation strengthens SIGMA's ability to scale and deliver exceptional outcomes.
